G.M.C. have agreed that if a scheme can be devised whereby long Kong University degrees can be conferred on students in question they will continue recognition under Section 13 of the Medical Act 1886 provided that the Executive Committee of the Council are satisfied that the methods of examinations held in Free China and the standards of proficiency required from candidates are such as to furnish sufficient guarantees of the possession of the requisite knowledge and skill for the efficient practice of medicine surgery and midwifery.
2. For this purpose Secretary of State for the Colonies is prepared to advise the making of ån Order-in-Council to provide for the constitution of a body to which would be temporarily transferred such powers held under Hong Kong legislation by the authorities of the University of Hong Kong,
as are requisite for the conferment of degrees. Degrees to be so conferred only on candidates who had spent two years at Hong Kong University before Japanese occupation.
3. Before proceeding with this proposal Secretary of State for the Colonies would wish to be assured that there is
reasonable prospect of requirements
of G.M.C. being satisfied.
